Twitter’s production infrastructure, as of a year ago, cost around ~$60MM a month to run. Or around ~$720MM a year.

Of that ~$60MM a month, ~$20MM was GCP (Twitter’s only real cloud infra) which TBH you could probably cut.

Minus GCP you are looking at ~480MM in annual infra spend. I’m not an accountant, but it is hard to cut $1B out of $480MM.
Ok, because of uh...math...I guess it's only fair to say "it is hard to cut $760MM out of $480MM".
